Executive leadership

CDO (Chief Data Officer)

CDO is the Chief Data Officer, the executive who turns company data into a managed asset: data platform, analytics, data quality and access rules.

Also known as: Chief Data Officer, Chief Data and Analytics Officer, CDAO, Chief Analytics Officer, VP Data.

What does a CDO do?

A CDO (Chief Data Officer) is the executive responsible for how the company collects, stores, checks and uses data: the data platform, analytics, data quality and access rules. In many companies the role also covers ML and preparing data as the foundation for AI. The CDO's main job is to make sure decisions are made on data everyone trusts.

  • sets the data strategy and decides which business decisions data should change first;
  • owns the data platform: warehouse, pipelines, tools for analysts;
  • introduces data governance: data owners, access rules, shared metric definitions;
  • builds teams of data engineers, analysts and data scientists;
  • owns compliance with personal data requirements together with legal and security.

When does a company need a CDO?

A company needs a CDO when it has a lot of data spread across teams and leaders argue not about decisions but about whose numbers are right. Most often this is fintech, e-commerce, marketplaces, telecom and large service companies, where each unit has its own analytics and metrics. Common triggers: the company prepares data for AI projects and finds out it is not ready; a regulator or an audit demands control over personal data; several analytics teams have to be brought under one leader. The role will not work if there is still little data and only one or two teams need it: a strong Head of Data or Head of Analytics who builds a basic platform and reporting is enough.

CDO vs Chief Digital Officer: what's the difference?

A Chief Data Officer owns data as a company asset, while a Chief Digital Officer owns the digital transformation of the business: new digital channels, products and processes. Both roles are abbreviated to CDO, so they are easy to confuse in job posts and CVs. A Chief Data Officer differs from a Head of Analytics by scale: a Head of Analytics owns analysis and reporting, a CDO also owns the platform, data quality and the rules for working with data.

Why is it hard to hire a CDO?

Hiring a CDO is hard because companies look for very different roles under one acronym, and candidates who cover both technology and business are few.

  • CDO means both Chief Data Officer and Chief Digital Officer, and the scope ranges from governance alone to platform, analytics and ML together.
  • Most candidates are strong either in data engineering or in analytics and business; leaders comfortable in both are rare.
  • A data function's result is hard to see in a CV: "built a data warehouse" says nothing about which business decisions it changed.
  • Strong heads of data in large companies usually run big teams and rarely consider a move without clear authority.

What to decide before hiring a CDO?

  • Which business decisions should data change first? Without an answer, the CDO builds a platform nobody uses.
  • Does the role own the data platform, analytics, ML or all of them? This decides whether you need an engineering leader or an analytics leader.
  • What is the state of data quality and infrastructure today? Bringing order to chaos and developing a working platform are different jobs for different candidates.
  • Does the CDO report to the CEO, the CTO or the CFO? The reporting line decides whether they can change data rules across all units.

Where to find a CDO?

Chief Data Officers usually come from companies where there is a lot of data and it directly affects money: fintech, e-commerce, marketplaces, telecom. They are heads of data, heads of analytics and heads of data platform who have already led several teams. A strong profile signal is a data function the candidate built and can show which business decisions it changed. A second signal is data governance experience in a company with a regulator or an audit. NEWHR searches for these candidates by the results of their work, not by applications to a job post.

How to assess a CDO in an interview?

A CDO is assessed through a walkthrough of a data platform or analytics function the candidate built and a case on your data and problems. The walkthrough covers which decisions it changed, how quality was ensured and how the team was structured. The CEO or the leader the CDO will report to, the CTO and heads of the large units that will use the data take part on the company side.

Strong signals:

  • starts with business questions, not with choosing tools;
  • describes how they agreed shared metric definitions across units;
  • can name a project that did not deliver and explain why.

Red flags:

  • describes their experience only through technologies and data volume;
  • cannot name a single business decision that changed thanks to their work;
  • promises quick results from AI without asking about data quality.

We present the first candidates for the CDO role within 5–7 days of the brief. The whole search usually takes one to six months.

Related roles

  • Chief AI Officer — owns AI in the product or in the company's processes; the CDO prepares the data for it.
  • Data Engineer — builds the pipelines and warehouses the CDO is responsible for.
  • Data Scientist — builds models and research on data, not the strategy for it.
  • CIO — runs the ERP, CRM and infrastructure the CDO takes data from.
